Compliance Manager (Financial Services & Payments)

The Compliance Manager will be responsible for overseeing, implementing, and monitoring the company’s regulatory compliance programs, with a primary focus on financial services, payment regulations, and anti-money laundering (AML) obligations across ADG’s operations. This is a critical role requiring expert knowledge of Australian Financial Services License (AFSL) requirements, global Payment Card Industry Data Security Standard (PCI DSS), and regional regulatory standards, particularly as they relate to non-cash payments, FX contracts, and digital financial transactions.
The successful candidate will ensure that Aspire Digital Group maintains a robust, efficient, and proactive compliance posture while supporting rapid business growth in the digital finance sector.
Key Responsibilities
Regulatory Compliance & Licensing (AFSL Focus)
- AFSL Oversight: Act as a key compliance point of contact, ensuring all non-cash payment (NCP) and financial product distribution activities adhere to the requirements of ADG’s relevant AFSL obligations, policies, and procedures.
- Foreign Exchange (FX) Compliance: Monitor and maintain compliance framework for all FX contracts, derivative dealings, and foreign currency activities, ensuring adherence to relevant international and local regulations.
- Regulatory Mapping: Monitor legislative and regulatory changes across relevant jurisdictions (including Australia, Asia-Pacific, and key operating markets) and translate those changes into actionable updates for internal policies, training, and operational processes.
- Non-Cash Payments: Ensure all payment processing activities, including electronic funds transfers and digital wallet transactions, comply with relevant consumer protection and payment services regulations.
Anti-Money Laundering (AML) & Counter-Terrorism Financing (CTF)
- Program Management: Implement and manage the global AML/CTF program, including Know Your Customer (KYC), Customer Due Diligence (CDD), Enhanced Due Diligence (EDD), and ongoing transaction monitoring procedures.
- Suspicious Activity Reporting (SAR): Oversee the timely identification, investigation, and submission of Suspicious Activity Reports (SARs) or Suspicious Transaction Reports (STRs) to relevant regulatory bodies (e.g., AUSTRAC).
- Risk Assessments: Conduct regular ML/TF risk assessments of new products, services, and business lines.
Data Security and Payments Compliance (PCI DSS)
- PCI DSS Administration: Drive the maintenance and renewal of the company’s PCI DSS certification by coordinating annual audits, monitoring internal controls, and ensuring all environments handling cardholder data meet the standard’srequirements.
- Data Protection: Ensure compliance with the Thai Personal Data Protection Act (PDPA) and other global data privacy standards as they intersect with payment and financial data processing.
Policy, Training, and Reporting
- Policy Development: Draft, review, and maintain all Compliance policies, procedures, and internal control frameworks to reflect best practice and legal requirements.
- Compliance Training: Develop and deliver mandatory, targeted compliance training modules (AML/CTF, PCI DSS, Code of Conduct) to relevant ADG staff, particularly those in Finance, Operations, and Technology teams.
- Reporting: Prepare accurate, timely, and comprehensive compliance reports for senior management, the Board, and regulatory bodies as required.
Qualifications and Requirements
Essential
- Minimum 5+ years of dedicated experience in a compliance role within the Financial Services, Fintech, or Payments industry.
- In-depth, demonstrable knowledge of Australian financial regulations, specifically the requirements related to AFSL and non-cash payments (NCP).
- Expert-level understanding and practical experience managing AML/CTF programs (e.g., under AUSTRAC or similar regimes).
- Proven experience in maintaining and coordinating PCI DSS compliance (Level 1 or 2).
- Strong verbal and written communication skills in English.
Desirable
- Experience with regulatory compliance in the Asia-Pacific region (e.g., MAS, Bank of Thailand, BSP).
- Certification in compliance (e.g., CAMS, PCI ISA/QSA, relevant regulatory course).
- Familiarity with digital currency, crypto, or blockchain compliance issues.
- Experience working in a remote-first organization, demonstrating exceptional self-management and digital communication skills.
